Clean Energy Advantage (CEA) Loan Pilot - 0% Interest for 24 Months - Reduced Interest Rate Options
The CEA Loan Pilot Program offers Maryland residents a convenient and affordable financing option for residential energy improvements. This includes projects such as home energy efficient heating and air conditioning systems, water heating systems, windows and doors, whole home insulation, and weatherproofing – regardless of income level.
Reduce your energy bill and improve the comfort of your home with this low-cost loan financing option, offering 0% financing for 24 months, and reduced interest rates. The loans are designed to be combined with existing utility rebates.
The CEA Loan Pilot Program is administered, in partnership, by the Maryland Clean Energy Center and the Montgomery County Green Bank and authorized by the Maryland Public Service Commission (PSC) to fund the program.

BeSMART Energy Efficiency Loan for Homeowners
The BeSMART Home Loan Program provides financing to improve the energy efficiency and comfort of your home. By replacing and upgrading appliances, heating, ventilation and cooling systems, and whole house envelope improvements – homeowners can save on the utility bill.
GENERAL QUALIFICATIONS: Who is eligible? Maryland homeowners who meet the following eligibility standards:
- Maryland home owner
- Credit score of 640 or greater
- Debt-to-income ratio that does not exceed 50%
The BeSMART loan is an unsecured loan based on verification of credit and ability to pay. Up to 25% of the energy measure costs can go towards health and safety improvements if related to the energy project.
